Personality: At first glance, Peter is simply a stoic, by-the-book FBI agent, and on some level, that's still the best way to describe him. Peter believes in hard work and earning success and tries to be a good man. He believes in doing the right thing and sticking to the law. Early in his and Neal's partnership, this was a major sticking point between the two, considering Neal was far more willing to go around the law to find their target. As their partnership progressed, however, Peter also became more willing to find those loopholes and gray areas - as long as it meant closing the case based on real evidence - and he will stick with a case until the conclusion, even over any number of years. This easily explains why he was able to catch Neal when no one else could.
Peter is comfortable in his job. At the FBI, he knows how the world works and where the lines are. He is excellent at organizing agents and distributing work among those on his team and knows how best to use them. He is more comfortable dealing with people as their boss or investigator than in other social situations. When forced to interact with someone outside of a case or with the distance provided to him by a cover, he can be hopeless. He is horrible with women, which is always painful in those occasional instances when he needs to flirt to get information. He has few friends outside of the FBI, and those he does have are mostly friends of El's or people he met because of work.
To those he does become close to, however, Peter is extremely loyal. He will do anything for them, including putting himself in harm's way and bending (to an extent) rules if it means their safety - especially El and Neal, who are the most important people in his life.
While working with Neal began as a means to an end, as time has passed and their partnership has continued, Peter has to admit that Neal's had as much of an influence on him as he hopes he has on Neal. Elizabeth says that Neal has helped Peter loosen up, and this is entirely true. In the time they've been together, he has become more likely to look the other way as long as no one gets hurt and everything gets wrapped up at the end of the day.
Peter's biggest strength and weakness is Elizabeth. He says that, unlike many couples, he and El work, even though he is also aware that he doesn't deserve her. El is the biggest rock in his life, and he shares everything with her, up to and including things that would likely horrify his superiors at the Bureau if they knew he had told her. The fastest way to get to him is to intrude on his homelife. When this happens, all bets are off.
Peter is focused and does not often let his emotions get away from him. When they do, however, he is usually able to channel them into getting things done. Even in his most turbulent moments, Peter usually has things under control. It's likely part of why he and Neal work so well: in the face of the flash and storm that frequently surrounds Neal, Peter prefers the simple life - the law, a simple homelife, and a ball game and the same sandwich on every stakeout - no matter how much his partner might complain.
Peter likes his routine, and arriving in Teleios will definitely throw a wrench in the works. There will likely be things he finds hard to deal with at first, but he is quick to adapt and figure out the best ways to deal with situations as they arise. Having Neal and Mozzie in the city will no doubt help - but he should also be able to find his way.
Powers/Abilities:
Peter's time in the FBI has given him time to pick up a variety of skills. He is an excellent marksman and hand-to-hand fighter, his usual technique some combination of those taught by the FBI and boxing. He has a great understanding of legal processes and laws - and where they begin and end, and how to use the fine lines between. He also has plenty of experience with organizing and commanding groups of agents, considering his many years spent running the White Collar division of the FBI.
Thanks to El and her insistance they take dance lessons, he is also a decent dancer, much to the surprise of many. He also makes a mean pot roast, assuming he doesn't get kidnapped and burn it.
Peter was also signed on to play professional baseball before an injury forced him to resign. While he hasn't made use of those skills recently, it's likely fair to assume he still has the potential.
Other skills that Peter possesses include lip reading, horseback riding, bartending, and lockpicking. He is also a quick learner and quick to adapt - just because he prefers to go by the book doesn't mean he can't easily figure out ways to make things work.
